Generally the answer is no. That does not mean, however, that there are not any defenses. Additionally, it may be possible to plea to a lesser speed or lesser charge thereby reducing or eliminating the points.

It might. The summns must give you reasonable notice of what the charge is and there is some ambiguity. On the other hand it might be argued that the trooper made a mathematical error and the charge is doing 70 in a 55 mph zone.

You will probably be able to convince the prosecutor that you at least have a plausiable argument for dismissing summons and be able to negotiate a no point violation, a four point reduction that non lawyers are not able to work out without an attorney. Do not tip your hand too early. Within thiry days of the offense date the ticket can be revised on motion by the prosecutor.
