Legal Question in Wills and Trusts in New Jersey

My brother is executor of our mother's NJ estate; all 4 siblings are equal beneficiaries. 3 of us, including him, live out-of-state. Can he refuse to allow the other 2 of us to stay in the house when we come up to collect our property? Even though he stays there?

I would need more facts to provide a complete answer, but in general, no he can't, since the house may now actually belong to all 4 siblings equally.
