Legal Question in Wills and Trusts in New Jersey

My mother died 9 years ago. My brother put a caveat on the estate and has not removed it. The surrogates office said that nothing can be done until it is removed or we hire a lawyer. Mom did not have a lot but there are some funds in a bank that was never claimed. What do I do? I was her beneficiary and she wanted me to handle things for her. what options do I have?

Was there a Will and has it been probated? If so, what is the status? If not, who has it? If there was no Will has anyone applied for administration? Bottom Line: Why was a caveat filed and nothing done for 9 years? Has the bank transferred the account to the NJ Unclaimed Property Fund yet or threatened to do it?
