Legal Question in Disability Law in New York

I have a question in regard to the following legal docket:

AGENCY: Office of the Secretary, HUD.

ACTION: Final rule.

and more specifically in relevance to the Americans with Disabilities Act, the Fair Housing Act, and the Rehabilitation Act of 1973 in reference to an individual receiving Section-8 financial assistance through the federal subsidized housing program, and has a request for the need to have an emotional support animal in their place of residence when the landlord has a no pet policy.

The tenant meets the requirements under this law and has currently requested for their medical provider to confirm that the patient does meet the legal requirements to have an animal in their place of residence regardless of the landlords no pet policy in a multidwelling apartment complex.

My question is after the physician has completed their written request to the landlord what should be done next.

(note): I have only summarized the legal documents above because I expect the attorney answering this question is familiar with the complete documentation of these laws.
