Legal Question in Administrative Law in New York

Can a NY Municipal Animal Shelter require people to provide their Social Security Numbers in order to be accepted as volunteers? It is typical for shelters to perform background checks on new volunteers. Info required usually includes name, address, drivers license number, date of birth, employment history, etc. The SS# requirement seems excessive and intrusive.

You bet they can. Animal shelters nationwide run background checks on their volunteers; to run that background check, you need to have the volunteer's social security number.
