Double jeopardy is for criminal matters. Generally speaking, the U.S. Constitution has nothing to do with such matters; however, the underlying principles embodies in the federal and state Constitutions and City Charter -the right to a fair hearing or trial and an avenue for redress of grievances or complaint- are applicable to the NYS Administrative Code.
