Legal Question in Banking Law in New York

My mother works for a bank. She opened up a savings account with my name on it and put her self on it to without me really knowing. Then when my grandmother died she left me $6000 in a cd which my mom put in a cd account for me. Since she took care of everything for me I didnt know much about it all I knew was it was supposed to be under my name. I moved out in January she was mad and took my $11,000 from both accounts out and put it in hers. She will not give it back. That has to be illegal right?
