Legal Question in Bankruptcy in New York

Hardship 401k withdrawal

I am in need of taking a Hardship 401k withdrawal due to expenses from taxes and a divorce, but do not want to declare bankruptcy and settle the debt and would prefer to handle on my own, however my employer requires a letter from a Consumer Credit Counselor or Bankruptcy attorney. Can anyone assist?
