What should you do if a client decides to terminate a contract early without written notice and will not to pay the full amount agreed upon in the contract?

The written notice may not relevant unless it was a part of the contractual terms. If the party is in breach then you may have legal remedies, but there is no way to know without all the facts and a review of the actual contract.
