Legal Question in Business Law in New York

hello. we have a company in Russia which wants to do business with the US, especially with chains such as Wal-Mart. Trade business. we are thinking of the best and cheapest way to do it. the owner of the company in russia has 15 years experience in the field, we don't. We are thinking if we should create a JV, partnership, or simply open that company's branch here in NY. We are also looking into Woman-Owned Business Enterprise (WBE) and Small Disadvantaged Business Enterprise (SDBE).. What should we do for better tax purposes and better chances with larger chains as well as smaller chains.
