Does a supervisor or boss have the legal right to read personal faxes, e-mails, or monitor phone calls?

It depends on the context. If there is an employer policy against personal email, perhaps

to find out if it is or isn't business related.

If it's on a company server, yes. Even snail mail that's addressed to the company.
