If a writer fully transfers the rights to his book when entering into a contract with a publishing house, will he bear any liability in the event of a violation of consumer rights when the publisher sells his book?

It's not clear where the liability you reference stems. If you are talking about liability related to the business of pubication and book sales, then this is on the publisher and not you. If you are talking about liability related to the substantive content of the book then potentially you as the author could be implicated, but it is a fact dependent analysis.
