Legal Question in Civil Rights Law in New York

Civil Law Suit

I'd like to file against the Town in which I live.(Brookhaven) and a neighbor homeowner. Has to do with restricting public parking on our rural road and the change of the road shoulder to prohibit parking, and the placement of No Parking signs.
