can employers not give you raises

ive been working for a long time with my employer, no raises is it legal to not recieve one at all. if its illegal in new york state what action can i take

As long as you are being paid the minimum wage and your area of employment is not covered by a union's prevailing wage rate, you are an at will employee and so he can pay you whatever you will accept.

Sounds like it's time to find a new job.
