I have a garnishment that is making it impossible to pay other bills. Can I get it removed due to hardship ?

Yes, but it's in the judge's discretion.You can also work out a different payment arrangement with the Creditor. I've even seen parties enter into barter agreements where debtors provided products or services to the Creditor in exchange for reduction of the debt.
