Legal Question in Credit and Debt Law in New York

I received a notice from my bank with an attached subpenoa and restraint regarding an matter I resolved 16 years ago.

The letter states that since the total sums I had on deposit does not exceed these statutorily exempt amounts, no hold or restraints has been placed on any of my accounts. What does this mean exactly?

It means they won't restrain your account since the amount you have is exempt. If you resolved it, why are they still after you?
