Legal Question in Criminal Law in New York

My client file

My attorney from the time I hired him always seemed to have an attitude towards me, Ive been yelled at by him and his staff. My criminal case eneded with a dismissal in my favor, because I can prove the persons lied I plan on taking litigation action. I requested my folder from my attorney who refuses to give it to me, his reason is I dont want to copy it and you have what you need, obviously I dont there is evidence in there that I need and I feel he is denying me my folder out of spite and harassment. He was the 2nd attorney on my case and I brought the folder in to him. What are my rights and what can I do to get my folder.
