Expunging A Record

Back in 1999, I was given an ACD (A Conditional Discharge) for a petty larceny charge. I was told that after paying restitution, community service, and probation ended, the offense would be discharged and my record sealed. I don't know exactly what that entails. I paid the restitution, completed my community service, and my probation (6 months)ended about two years ago. Is there anything I can do to completely clear this matter i.e., expunge, delete, etc? I do not want this stupid mistake that I made when I was 19 to follow me for the rest of my life. The second part of my question is on a job application, when they ask if you have ever been convicted of a misdemeanor or felony, do I put yes? I don't know whether or not an ACD is a conviction. Please help. I don't know what to do.
