Legal Question in Education Law in New York

Two years ago, I began working towards a Bachelor's degree at a local college. I declared my major at that time. Recently, the department head of my program decided to make changes to the requirements for the program, including requiring students to submit an application, sit for an interview, and meet higher GPA standards. I assumed that since I was already working towards my degree when these changes were made, that I would be "grandfathered" into the program under the original requirements, but I am being told that is not the case. Only students who were advised to take just one professional level class early on will be allowed to continue without any hassel.

I am now in a situation where I could be prevented from completing my degree after spending thousands on tuition up to this point. Can the college actually do this to students?

Probably not, but very few people are willing to spend the money to fight them in court.
