Legal Question in Family Law in New York

My 4 year old son's father is refusing to sign my son passport paper because I need his consent in the state of NYC; he says he is not signing it due to safety concerns. Is there anyway I can get him to legally sign it even if he does not agree?

You would have to file a petition in Family Court.
