Legal Question in Family Law in New York

We have been given article 10 custody of our neice,and two nephews. I have gone to the county building , steuben county,NY to get financial assistance. They say it will take at least 30 days to process my application, possibly longer.Who is financially responsible for these children. We are financially strained , shouldn't the county help in a timely manner?If they approve us , will they pay us retroactive for the time we have cared for them?

You can file for child support from the parents, otherwise you have to wait.
