Legal Question in Family Law in New York

How do I evict my sister and her husband from my mother's house. She has three kids living with her also. Her and her man don't help out with any of the household expenses and utilize everything and are taking the life ouf of my mother very quickly. We know that she uses drugs but have not proven it. Her oldest son of 18 yrs old never goes to school and is a bum. Her man does not work and consumes everything that he can and so does my sister. I had even called the police on her because she threatened to stab and cut my mother, but they did not press any charges. My parents' household bills have more aand they are of retiring age and cannot handle what's going on, but are too scared to evict my sister and her husband. They are even afraid to say anything because they are afraid of getting yelled at by my sister. Is there anything that I can do on her behalf? Please help with any answers.

Only the owner of the house may commence an eviction - that would be your mother.
