Legal Question in Family Law in New York

In the State of New York can I legally adopt my best friend as my sister? We are both 28 years old.

No. You two cannot create a legal relationship through adoption such that you two become siblings. If your parents or her parents want to adopt her/you then that would be a technical option. Or you could just get married..... since you feel you need a fictitious legal recognition of your friendship I bet I could think of others....
