I am in Tx..i have an interstate case with NY. The father wants to sign over his rights. Is there a way to have him still pay support but allow him to sign over his rights? We are not/have never been married.

No, if rights are signed over this includes a turning over of both full physical and legal custody to you and a loss of responsibility for support on his behalf.
