At which age can an american citizen apply for his illegal parents,if there parents came to USA illegally 10 years ago and then went back to there own country and never visited USA?

I would need more information regarding your particular case before I could comment on it properly.

However, a US citizen can apply for their foreign born parents after the age of 21 years old.

Please note the fact that you will have to provide proof that you are working and paying income taxes. You will also have to prove that you can financially support them until they can provide for themselves.
