Is there a law that gives the green card to an Individual who have been in the country for over 16 years and graduated college?

No, there is no such a law. Being in the USA illegally for any period of time doesn't entitle an individual to a permanent residency by itself. Attending and graduating from college while in illegal status, doesn't afford a chance to apply for a green card.

There could be some other overlaping laws, for example, if a person is arrested by ICE and placed into removal proceedings in Immigration Court, he can apply for a cancellating of removal, provided they lived in USA for over 10 years, can prove an EXTREME HARDSHIP to a qualifying US citizen or lawful permanent resident relative and meet other requirements.
