Copyright Product Description

Is a product description on the internet (whether it's of a video game on Nintendo's site, or a DVD player from Sony) copyrighted?

Amazon uses exact copies of these product descriptions, does this involve payment or lending service?

Copyright affixes to a privately produced (meaning non-government) work of authorship when that work is affixed in a tangible medium. So yes, product descriptions are protected by copyright in the US and (probably) other countries.

What the licensing provisions are in any agreements between copyright holders and selling websites I do not know.
