Is there a contract I can use to

protect our work before I turn

over the spec work we are doing

to a large public institution who is

receiving ideas from 1-2 other

agencies?

It sounds like you want a non-disclosure or confidentiality agreement.If you can copyright the work you should do that too before you show the work.
