i meet a girl from romanina that worked in US last summer... we want to marry and how do we file or what do we do to start

First, you marry. When you are married, she might be able to apply for a green card through a process called "adjustment of status", provided that you are a US citizen and she came to USA on a visa and doesn't have any inadmissibility grounds, and not subject to 2-year foreign residency requirement.
