part time vs. full time

Is a there a point at which a part time employee must be made full time? If he works a minimun number of hours per year and others are being given benefits for doing the same job is he entitled to full time status as well?

A 40 hour work week is full time. under the FLSA if you work 40 hours a week, you earn overtime,when you work more than 40 hours a week with minor variations between trades.
