Legal Question in Landlord & Tenant Law in New York

My landlord has multiple housing violations. He does not live on the premises. I have turned him in multiple time and the city has wrote him up every time. Full three page list of violations. My landlord refuses to accept certified mail and will not answer his phone or email. The city says they cant go any further with anything until they can get ahold of him. This has been going on for over a year. How can a landlord get away with this? If he wants to get away with not fixing anything he just has to avoid city officials?

If the violations are serious enough, you may be able to mount a rent strike under Article 7-A of the Real Property Actions and Proceedings Law. You don't need the City's help to do this.
