I am currently renting my furnished basement and I have requested of my tenant, copies of the keys to his door so that in case of emergency, I may have access to our water system and fuse box. He is refusing to do so. Does he have the legal right not to give me a copy of keys?

If your home is a 1 family dwelling and you are illegally renting out the basement, then neither individual has rights concerning an illegal apartment.
