This sounds like a Surrogate Court situation. You provide no details, so your question is difficult to answer. In Surrogate Court there are situations where notification to interested parties is necessary before the court takes certain action. Signing a waiver of citation in such circumstances means the person signing is saying he doesn't need to be cited, or formally notified and given a chance to object to whatever court action is being requested.
