In New York State, are dentists (d.d.s) required to forward your x rays to a successor dentist if requested? Is it a matter of the individual policy of the dentist?

Not a discretionary matter. A patient has a right to receive copies of his records and X-rays, provided he pays reasonable (and legal) copying fees. If the dentist refuses to forward copies of your X-rays you may file a complaint with the NYS Department of Education, Office of the Professions; complaint form found on the website. Best, M. E.
