Legal Question in Personal Injury in New York

Law Enforcement Negligence

Is there a strong case in this scenario? 911 was called by neighbors around 7:45 AM due to a disturbance that was overheard involving a husband a wife. The police never answered the call; however, they called back the neighbor who initially made the call @ 10:45AM to find out what was the problem. During that time the wife was unlawfully imprisoned by her husband. In conclusion the husband set fire to the house around 12:20 PM. The wife suffered a broken nose and a sprained ankle from escaping out the window with only the clothes on her back. Is this case worth pursuing?

Against whom? Against the police or 911 the case would be a loser.
