Legal Question in Personal Injury in New York

Needed a reduce fare metro card because my MTA issued disability care is damaged. The clerks refused to issue me one causing me to walk 30 blocks to my home. The folloing morning a awakened with chest pains and shortness of breath. I have a heart condition and two hip implants.
