my brother lived and worked in New York. He passed away 2 weeks ago. he had life insurance, but did not designate a beneficiary. there is no spouse and no children. would the beneficiary revert to our mother?

His estate is the beneficiary. Big mistake, it would be tax exempt and immune from creditors
