HOA Commons Fees

We currently have homeowners that are not paying their commons fees. As a result the other homeowners are having to make up the difference in raised commons fees. What legal rights do we have? What can be done to prevent this? What should be done to those properties?

You can bring a legal action against them. There could possibly be grounds for a foreclosure action.
