Legal Question in Real Estate Law in New York

inheritance property

my mother inherited property when her father died many years ago. he supposedly left her 14 acres of property, in Queen City Texas. she has never acted upon it. does she still have any right's to the property especially since she hasn't had it surveyed? they say you can never loose inheritance property, is that true? Her father was a preacher and there was a church on that property but that's what she knew from then. we didn't have money to survey the property and did not know what to do. what should we do?
