Legal Question in Workers Comp in New York

Is every employee's on job injury compensated by WC?

Is every employee's valid injury compensated by WC? What if there was no loss in their ability to work, and no loss in wages, and they went right back to work, even though the injury was a broken bone on the job. Would they still be able to get a PPD and SLU? Is the SLU payment in consideration for their lost ability to work, or just a general award given for their injury? If they haven't worked for 5 years prior would that be a consideration? Appreciate any feedback.
