Can I become power of attorney for legal, financial, and medical decisions for my sister if she is married?

Yes, provided that your sister is mentally competent. Your sister is the one who appoints an agent - she is free to appoint anyone whom she chooses. There is no requirement that it be your sister's husband.

Your sister will need to make a financial and healthcare power of attorney and living will (called an advance directive in some states) in the state where she resides. She also should do a will.
