Can a business send a bill to collections without trying to first contact the debtor?

There is no law against it. Are you referrring to things like medical debt? There was a federal bill pending concerning medical bills but it never went anywhere. As of now, nothing stops a healthcare provider from turning a bill over if its not paid.

Are you talking about some other kind of debt? Most creditors, like credit card companies hang onto.debt for 90 days before sending to collections. If its a business though, the time will be shorter. Businesses have to operate and depend on the cash flow. Smaller businesses also don't have the resources to try to collect a debt so will be more likely to turn over a debt to a collector more quickly.
