Legal Question in Criminal Law in North Carolina

It means the person isn't very bright because they are asking basically to be arrested and / or indicted for a second time. It is really moot any way because it is a ridiculous request that doesn't make any sense and would likely never be granted. Anyone asking for such as silly thing would likely be denied and told to go talk to their attorney
