If a father hasn't seen his son in three years and has never paid child support and now wants custody of him. Is there any possibility of this happening? Also the state has custody of him now

It's possible. North Carolina is probably the cheapest state in the USA and would likely be very happy to not have to support the child but they probably aren't going to just give the child over to you without a determination of the best interest of the child. That will include a least an investigation into your ability to care for the child and financially support the child. You should consult a local attorney where the child is in order to get an idea of what you need to get the ball rolling. Best of luck to you!
