if my cosigner deliberately damages our vehicle if he civilly liable for the damage

Yes, anyone is liable to damages they intentionally caused to the vehicle. But this is more complicated than it seems.

First intent must be proved.

Next, it is important to know if he is an owner. If he/she owns the vehicle, even in part, technically they have the right to damage their property.

If they were an owner and they intentionally did it, then perhaps a suit can be filed, whether it is worth it or not is another story.
