Legal Question in Health Care Law in North Carolina

value provided for hospital charges

I am being charged by a hospital for things that never happened. I am also being charged for intangible things like priority.

Are there any laws that specifically deal with this, or general statutes that might say that one is only obligated to pay charges for which something of equal value was provided for that charge? Please direct me to appropriate statutes by name or number. Thanks
