This is where you should submit all documents received by USCIS and the Department of State (consulate) to an immigration lawyer and have them reviewed. Based on what you've stated, it appears that you had a visa petition approved in your favor and when you applied for your immigrant visa, they denied you for gang involvement (as being inadmissible to the U.S.). These are tough cases to challenge as the consular officers in foreign countries generally have more information and are heavily relied upon by the Department of State to make appropriate decisions. There is limited review in federal courts for visas denied at the consulates. That said, a review of the paperwork may give rise to challenges. Seek counsel.
