if man and women married in el Salvador- Both El Salvadorians... is it legal in the USA or are they free to get married in USA to other People? ie to American citizen

No, they must first get divorced in El Salvador. If they marry someone else, it is considered bigamy & their immigration cases will be denied & they could get deported.
