Legal Question in Landlord & Tenant Law in North Carolina

We have been without heat downstairs since the end of November. I have contacted the rental agency many, many times. I am always told they will check into it and get back to me...well they have yet to call me back. I have been impacted physically due to having arthritis, osteoparina, and a bad back (twisted and compressed vertebrae). It is becoming increasingly difficult to stay here in this cold, but as we do not have much money, we have no option to leave. We have lived here 5 years and have never been late with the rent. I am wondering if there is any legal action I can take to force the home owner and/or the rental agency to: 1) get out heat fixed in the next few days and 2) maybe get some of our rent back or a discount on future rent due to being forced to live in these conditions. I live here with my husband and 3 teenage children. Please help if you can. Thank you

Yes but you may want to bring a lawsuit - easiest and cheapest way might be to bring a small claims action. This will also show that you are serious and force them to respond. Otherwise, hire an attorney. It is always best to send these notice for repairs in writing and have proof of receipt althoughf or emergency repairs it is not always necessary.
