What is shock probation and who qualifies for it and how to you appy for it?????

It's actually called judicial release now. There are a number of different applications depending on the severity of the crime the person is in prison for. I need to know what crime the person was convicted of, and how long he has been in prison. If the person is only in jail thru a municipal court, then another procedeure must be used.
